THE MUNICIPAL COUNCIL OF MANAGUA
CONSIDERING:
I
That one of the objectives of this Municipal Government is to communicate and involve the inhabitants of the Municipality of Managua in the management and execution of works contained in the Annual Municipal Budget Project and its Annual Investment Plan (PIA) to be executed in order to the year 2020.

That the Population Consultation Process is executed in accordance with the provisions of Law No. 376 "Municipal Budgetary Regime Law" and Law No. 40, "Law of Municipalities with Incorporated Reforms", and thus listen to the different opinions of the residents of the Municipality of Managua, on the 2020 Annual Budget Project.

That the Mayor's Office of the Municipality of Managua, as a democratizing action, includes the population in the characterization of the different needs and in the primacy of alternative works to be executed in the territory of the Municipality, developing the Annual Investment Plan (PIA) of the Commune for the year 2020, which is presented for ratification by the population and the corresponding approval of the Honorable Municipal Council.
THEREFORE:
In use of the powers conferred in article 36 of Law No. 40 "Law of Municipalities with Incorporated Reforms" and articles 25, 26 and 27 of Law No. 376 "Law of Municipal Budgetary Regime", the Municipal Council ...
RESOLVES:
Art. 1: Summon the population of the Municipality of Managua, to the Consultation Process of the Draft Ordinance that contains the Municipal Budget of Income and Expenses for the year 2020, from October 17, until October 31 of this year.
The Municipal Budget Project and its corresponding Ordinance will be available to the population at the following offices of this Municipality:
- Municipal Council Secretariat
- Offices of the Territorial Delegations of Districts
- Directorate of Public Relations and Communication
- General Directorate of Planning
Art. 2: During this consultation period, meetings will be held between residents of the neighborhoods, civil society organizations and / or any natural or legal person from the territorial district of the Municipality, which will be held on the following dates:

Art. 3: In accordance with Art. 27 of Law No. 376, Municipal Budgetary Regime Law, the Special Budget Commission will grant hearings to natural or legal persons, at the Secretariat of the Municipal Council, within the period between October 17 and October 31 of the year 2019.
Article 4: The Ordinary Municipal Council will be held on Thursday, October 31, 2019, at 3:30 pm, in the Sports Court of the Civic Center.
Article 5: The Managua Municipal Council will meet no later than December 30, 2019, to approve the Municipal Income and Expenditure Budget Project for the year 2020.
